Person is diabetic, has black skin on the bottom of their feet. what is this? - black skin on feet

have very dark skin on the underside of the foot and infection. Person suffers from severe diabetes and many do not take any medication for diabetics. Is this a sign of serious infection and if so, what are the treatment options for this? Gangherine contagious or not?
